Is Lifelong Learning a Right? Legislative Perspectives and Current Practice

What is a Right? Is Lifelong Learning a Human Right? A Right to Education or Learning? Whose Right? What is the difference between a Right and an Entitlement?

The paper will present a legislative approach to the theme of the Conference. The presentation will provide a critical overview of the lifelong learning strategy and policy of international organisations (ILO-OECD-UNESCO); an overview of the European lifelong learning policy within the Lisbon strategy; and a critical presentation of the current EU and international trends in legislative and policy measures for lifelong learning.

The presentation will also cover issues such as key players (State-Market-Civil Society-Individuals), the role of national/regional governments and local authorities, as well as the role of social partners and NGOs.
